Although every precaution has been taken in the formulation of this manual, the Transport Agency assumes no responsibility for errors related in any way to the use of this manual or the reference documents mentioned therein. It is necessary to be able to judge each set of circumstances. The pro forma manual of the State Professional Services Contract has been reviewed and updated to correct outdated references and information. This manual forms the basis of all official contractual documents used to hire a professional services consultant, including the development, pre-implementation and implementation of construction or improvement projects, maintenance management, management of bridges and other structures, and traffic monitoring. The abridged contract should be used for any contract for professional services on the national highway, where the supplier is selected according to the method of negotiation (expedited procedures) described in the procurement manual of the transport authority.
The abridged contract is mainly used for contracts under $200,000 and must be provided with a contract number. There is no change for existing professional services contracts on motorways, but users of the SM030 manual should now refer to Amendment 9 and no longer use a previous version for new professional services contracts. The amended pro forma manual for the contract for professional services on the national highway can be downloaded from the website of the Transport Authority. Appendix D (also known as alliancing) is subject to intellectual property rights. The Proforma Manual of the State Highway Construction Contract (SM031) is used by Waka Kotahi and external consultants in the preparation of state road tender documents for construction contracts and traditional, design and construction physical, flat-rate, alliancing and smaller works, and can also be used by other CARs. Therefore, Waka Kotahi will now ensure that invoices are paid in accounts payable systems within 10 working days of the date of receipt of invoices. Faster payment will help improve cash flow, which will result in increased productivity and business growth. In some cases, such as SM031. B, the existing contractual conditions in the standard contract form already achieve this objective and do not require any further modification. However, the SM030 Model Contract Form (CCCS) also needs to be amended to ensure that this objective is met. The amended documents in SM030 include: The standard contract is mainly used for all professional services contracts on the national highway that exceed $200,000 and must be provided with a contract number according to the office system. Sm030 contains the Transport Authority`s Tender Specification Document (RFT) for professional services, including the relevant minimum standard documents, standard forms and guidelines in the annex. This notice confirms that Amendment 9 to the NZ Transport Agency`s SM030 Professional Services Contract Proforma Manual, published in October 2019, can be downloaded from the Transport Agency`s website. This amendment to the SM030 manual will be implemented immediately for future contracts. This notice is intended to inform about updates to the Waka Kotahi NZ Transport Agency (Waka Kotahi) State Highway Professional Services Contract Proforma Manual (SM030) and the State Highway Construction Contract Proforma Manual (SM031).
